D7: Add hook_help for all Quant modules

Problem/Motivation

The Drupal help system allows users to find more information about modules easily, but the Quant modules don't use this. Help text can educate a user before they enable a module to decide if they want to enable it.

See also 📌 D7: Add link to most relevant docs page on each Quant tab Fixed . The doc links for that issue will show up even if help text is disabled so it's relevant to have in both places.

Steps to reproduce

Proposed resolution

Add hook_help to each module with a short description of the module and a link to the documentation page.

Might as well revisit all the module descriptions at the same time to see if they could use an update.

  3. Commit :)

User interface changes

On the modules page, the help text link will show for all modules so users can learn more.
