D7: Add link to most relevant docs page on each Quant tab

Problem/Motivation

Some users are having some trouble onboarding and setting up Quant for the first time.

Steps to reproduce

Proposed resolution

Add a link to the most relevant docs page to each tab. For example:

API: https://docs.quantcdn.io/docs/integrations/drupal (will be updated in 📌 Docs aren't clear enough how to add the API tab info Fixed
Config: https://docs.quantcdn.io/docs/integrations/drupal
Cron: https://docs.quantcdn.io/docs/integrations/drupal/drupal-cron
Queue: Nothing specific so use https://docs.quantcdn.io/docs/integrations/drupal
Seed: https://docs.quantcdn.io/docs/integrations/drupal/seed
Token: Nothing specific so use https://docs.quantcdn.io/docs/integrations/drupal

Update code
Review and test
Commit :)

User interface changes

Users will see a documentation link at the top of each Quant tab that links to the most relevant documentation page.
