D9+: Add Quant tab for modules that don't have one

Problem/Motivation

Right now, there are a few modules that can be enabled yet have no Quant tab because they have no configuration. But, without having a tab, we have no place to add information like links to the most relevant documentation page. See 📌 D9+: Add link to most relevant docs page on each Quant tab Active .

Steps to reproduce

  1. Enable modules: quant_purger, quant_sitemap, quant_tome, and quant_webform
  2. Look at Quant tabs
  3. There won't be any tabs for these

Proposed resolution

Consider adding tabs for all modules even if they don't have configuration so we can at minimum link off to the most relevant docs page.

Also, make sure there is a "Configure" link on the modules page for these.

Remaining tasks

  1. Update code
  2. Review and test
  3. Commit :)

User interface changes

Additional Quant tabs will be shown as well as "Configure" links on the modules page.
