Add configure URL for quant_purger

Problem/Motivation

It would be helpful to have a configure link for quant_purger module when installing via the UI.

Steps to reproduce

Go to Extend page in UI and look for Quant Purger
Result: no Configure link
Desired result: Configure link

Proposed resolution

Since the Purge UI module might not be installed, we'll need our own "configure" URL that can point the user to the Purger UI admin page if it's installed and to the docs in either case.

Commit :)

User interface changes

Configure link on Extend page and new intermediary page that points the user to the right places.
