Add a permission to administer own comment settings only

Problem/Motivation

Currently, it is not possible for users that create content to set the comment status of their own nodes (Open, Closed, Hidden), without permitting them to also edit and delete(!) ALL comments on a site ("Administer comments and comment settings"). That is much too broad a permission to grant to anyone except highly trusted roles.

Proposed resolution

Please add a permission that allows setting the comment status of a user's OWN content only (Open, Closed, Hidden). This is useful for blog posts, where users should have some minimal moderation authority over the discussions they initiated.
