Clarify and validate "service endpoint" URL

Problem/Motivation

When creating a new service endpoint, it's unclear what's expected for the required "Service endpoint" field. And there doesn't seem to be validation in place. It allows to enter paths starting with a "/" or without for example.
The field description should describe which format is expected (starting with / seems to be the Drupal 8+ standard) and give an example.

I'm unsure if

  • has to start with a slash or not
  • should be absolute or relative
  • any other (dis)allowed things?

Steps to reproduce

Go to /admin/structure/service_endpoint/add and enter something into "Endpoint".
