Drupal 10 compatibility fixes for Password Policy

The Patch is working file for the D10 upgrade.

Tested on Drupal Version 9.5.10 with password_policy 4.0.0.
2 issues are fixed with the patch.

Hopefully the maintainers notice soon.

Assigning to myself as I'm reviewing/merging ready RTBC fixes/updates over the next few days.
