This seems like it should be a relatively simple fix, because it works perfectly when a date range is specified. I can't seem to find the spot in the code where all available entities are specified if a date filter is present. If someone could point me in the right direction, I'd be happy to work on a patch.

I think this happens if at some point, a certain bundle was part of a workflow, but it was later removed. Content moderation state entities referencing entities of that bundle are not cleaned up automatically.
I added an extra condition to the entity query, filtering by all bundles currently configured in the workflow.

Thanks for the quick response on this! I can confirm that the changes fixed the problem on my site as well.
