Menu Admin per Menu - update short description

I am making a slight edit to the proposed resolution for the description for https://www.drupal.org/project/menu_admin_per_menu → . The project browser team is working on these ATM.

Changing
Allow users to manage items in specific menus without letting them administer all menus.

To:

Allow users to manage items in menus without letting them administer all menus.

Actually Bob--I'm putting it back in. The module allows you to specify which menus someone can edit without being able to edit all of them, so I think it enhances it.

I did change to "specified" so that it implies the user/admin is in control, as opposed to "specific" which might imply they were decided elsewhere.
