Promote quietone and bnjmnm from provisional core committers to full core committers

Problem/Motivation

The full committers have all discussed and agreed that quietone and bnjmn have done a great job during their provisional term (which has been over 18 months now). They have demonstrated the excellent communication skills, leadership, decision-making, and reliability that we look for in the committer role.

So, we offered a promotion to the full committer role which they accepted.
