Role checkboxes appear twice on user edit form - one set does not work

Problem/Motivation

If the Administer Users by Role → module is enabled along with role delegation, some odd behaviour is observed on the user edit form

Steps to reproduce

1. enable and configure the role_delegation module
2. as a user with role delegation permissions, go to the user edit form
3. two sets of role checkboxes appear - this is confusing
4. if you make changes in the first set, and submit the form, no changes are saved

Proposed resolution

tbc - remove the extra set of checkboxes?

Can confirm the issue. I have created a patch to fix this.

I did notice that now the Admin user can no longer change roles via the USer Edit screen.
That was not a big problem because it was still possible via the 'Roles' tab, but I fixed it anyway in a new patch.

I'm not able to reproduce this. Could you please try in a vanilla Drupal environment?
