Remove custom de-duplication logger

I think it's not a good idea to disable the de-duplication logger because if the collector goes offline, it produces 100+ similar log records, which significantly slows down the site, and even can make it unresponsive.

So, I've added an option to disable it "Enable logger deduplication" in the issue https://www.drupal.org/project/opentelemetry/issues/3354992 🐛 Clean up issues in OpenTelemetryTracerService Fixed that's enabled by default, but can be disabled when switching to something like Monolog.

I've merged the 🐛 Clean up issues in OpenTelemetryTracerService Fixed so now you have an option to disable it.
