I reached out to samuel.mortenson two weeks ago when I created the maintainer request.

I contacted the project owner (and sole maintainer). This is the message I sent.
Hello Samuel,
I am contacting you because bluegeek9 ( https://www.drupal.org/u/bluegeek9 → ) offered to maintain Moderation Note ( https://www.drupal.org/project/moderation_note → ), a project for which you are project owner and maintainer.
Ma you post a comment on https://www.drupal.org/project/projectownership/issues/3352473 → about accepting or declining the offer? Without a publicly visible comment posted in that issue in the next 14 days, bluegeek9 will be probably made maintainer (user with all the permissions on the project).
None of the current co-maintainers/maintainers will be removed from site moderators, nor will the project owner be changed. A maintainer cannot change the project owner.I am contacting all people with the explicit permission to administer co-maintainers/maintainers for that project. In this case, that is just you.

@bluegeek9 sorry for responding via email - regarding project maintainership, I usually ask people this:
Would you be able to spend some time in the issue queue reviewing patches and submitting one new patch for review? I typically ask this of people seeing co-maintainership as a way to understand their working style.

So maybe a new issue+patch to fix tests would be a good place to start? Then Drupal 10 compatibility. I'll try to be more responsive via email too.
Closing this as I don't plan to transfer maintainership right now, but would add you as a comaintainer after reviewing a patch you wrote.
