TypeError: count() Argument #1 ($value) must be of type Countable|array

Problem/Motivation

After update to 3.1.2 version i get this error

TypeError: count(): Argument #1 ($value) must be of type Countable|array, null given in count() (line 239 of modules/contrib/dropdown_language/src/Plugin/Block/DropdownLanguage.php).
