Add dependencies to sms_phone_number library

Problem/Motivation

The sms_phone_number/element has a dependency on phone_number/element and inherits the libraries.
@heddn pointed out that it would be safer to include direct dependencies to the sms_phone_number/element also. See 📌 Drupal 10 compatibility Fixed
