Remove action module from MigrationPluginListTest

@quietone I hope my actions are taken in a wrong way , i am not running behind credits , my sole purpose was to provide an MR so that the maintainer can mark as fix to this issue. And i am well aware of how much efforts it take to get a credit for Drupal core issues. Thanks

Committed and pushed to 10.1.x - not sure this is worth the effort of backporting, but it will help us remove action module in the future.
