The "access media overview" permission has no effect

Problem/Motivation

It appears that on some sites the "access media overview" permission, that was configured on media view, doesn't seem to be applied. The media overview requires the "administer media" permission, specified in the media annotation, in order to access it.

I have this problem with older websites (missing views.view.media.yml), new installs are fine. Updated patch to latest Drupal.
