Replace README.txt with README.md file

Created MR for the issue. Please review.

Verified the MR!6 and tested it on Drupal version 10.1.x and Welcome mail version 8.x-1.x. The patch applied cleanly but there was a warning message wile applying the patch:

Few more changes required:-
As per README.md template → ,
-Bulleted lists should be denoted by dashes (-)
-Nested lists should be indented with 4 spaces
