Core book module fails with Claro and Olivero themes to edit book order

Problem/Motivation

When I activate the Claro theme and go to Structure -> Books and try to edit Order and Titles an error page shows up in stead of the books content. This does not happen with the deprecated themes Seven or Bartik. This also happen with the Olivero theme. HTML error code returned is 500

Steps to reproduce

Select Clara theme with pre-configured book structure. Go to "Structure" -> "Books" and try to "edit Order and Titles"

Proposed resolution

Not sure what caused this, but since the old themes do not give this error, I assume there is something missing with Clara and Olivero

I've used book before with claro without issue. And since there hasn't been a follow up to #2 going to close out for now.
