I cannot reproduce this as written. Can you please sort out the steps to reproduce and add some technical detail? Claro is an admin theme and Olivero is a front-end theme.

I had already mentioned steps to reproduce. Even if it's (Olivero) a front-end them, it should have some styling applied after making it an Admin theme and clearing the cache, shouldn't it?

The screenshot is from the home page but the issue summary suggests that the problem is when Olivero is selected as the admin theme? The choice of admin theme does not affect the home page styles.
But Olivero works fine as the admin theme. Certainly, this issue cannot be reproduced in a functioning environment.
There must be some issue with your site, check the console for errors? It looks like the CSS isn't accessible for some reason.

It looks like the issue is with the local setup only because trying on a couple of other setups there it worked fine, therefore we can close this issue for now.
