Services which cannot be initialised break generation

Attaching a static patch file with those changes, to make it possible to use in composer until 🐛 GitLab Merge Requests Unable to Generate Incremental Patch Files Active is resolved.

The patch works well, but still allows crashes from some services, eg like in the issue 💬 Error: Interface "Drupal\webprofiler\DrupalDataCollectorInterface" not found Closed: works as designed
I've changed "\Exception" to "\Throwable" to fix this.
