Large white space are coming Need to remove it.

Install Drupal 9.5.0
Go to appearance page and select seven as an Administration theme
if you have more then three themes available in your Uninstalled themes section then you are able to see the issue.

I reproduced this issue in Drupal9.5 and attached a patch to fix this.
