Overflow in the footer of the media library widget modal

Problem/Motivation

The insert button in the footer of the media library widget modal overflows the modal on small screens.

Steps to reproduce

Open the modal on a small screen width.

Proposed resolution

Change the flex direction to column on small screen widths.
