I think we can do a bit more, something like explaining more of the specific features it has and that drupal core doesn't. I think the ideas are there but the words need an iteration.

I think we shouldn't have Drupal version in short description, since people should be able to assume they are only being shown modules that are compatible with their version of Drupal.
The expression "root the menu tree" seems a little unclear to me, so I have reworded slightly.
Here's my suggestion:
Enhance Drupal core menus with functionality to expand all menu links with children and/or use a specific menu item as the menu root.

Allows editors to provide a menu or parts of a menu with selected levels in a block.
