Problem/Motivation
I have a fresh install of a distro (Drupal WxT) which installs password_policy and it's sub-modules. When I try to uninstall the password_policy module I get the following error:

I am currently on password_policy 3.2.0, but I have tried updating to 4.0.0 and I get the same error. I am able to uninstall the sub-modules without any issues, just the main password_policy module throws the error.
If I then try visiting my site I get this:
Drupal\Component\Plugin\Exception\PluginNotFoundException: The "password_policy" entity type does not exist. in Drupal\Core\Entity\EntityTypeManager->getDefinition() (line 139 of core/lib/Drupal/Core/Entity/EntityTypeManager.php).
When I clear cache the second error is gone and I can view my site. The password_policy module is then uninstalled if I look at the Uninstall UI.
