Plan for Views 7.x-3.29

@MustangGB, could we please move your wishlist to 7.x-3.30 ?

I'd be happy if 7.x-3.29 was the current 7.x-3.x dev branch.

My desire is to release PHP 8.2 support in a tagged release asap:
🐛 PHP 8.x deprecated function warning at runtime Fixed
and this regression fix
🐛 Regression from #1793500 that broke "Display even if view has no result" Fixed

@DamienMcKenna, would you be ok with a light release for 7.x-3.29 and then we target these others for 7.x-3.30?

I leave the decision to the module maintainers, I just make my requests.
