I believe this ticket is still valid for Sous with recipes but needs to be updated.
Currently we use gin for the admin theme but if you want to overwrite anything in gin that is currently not possible
Currently we don't have a default custom module for one off updates
Install the site and try to override the admin theme (you can't without a custom module or custom admin theme)
Notice there is no custom module by default
Create a sub theme of gin and set it to the default admin theme.
The admin theme for the moment can be very minimal (just the info.yml file should do it)

This would be easier done once we switch to using just the project repo, currently we don't have any custom modules or custom themes out of the box.
