Replace README.txt with README.md

Patch is working and marking it to RTBC.

Reviewed MR!1, the file is not cleanly applied.
"Requirement section" and "Maintainer section" has only data and this is not a list, so hyphen (-) is not required as it is used for bulleted list.

I verified and applied MR !1 for Drupal version 10.0.2.
README.txt file updated to README.md after applying this patch.

I reviewed your changes in MR!1 and it addressed the thread of comment #18. But the README.md file doesn't follow the template. "Project name and Issue queue" format is not follow the README.md template it should be
