Replace the README.txt file with a README.md file

I applied the #2 Patch for Drupal version 10.0.2. Patch failed
Got below error:

error: No valid patches in input (allow with "--allow-empty")

Hello @gowthamrajkrishnasamy, I reviewed the README.md, it's included all the Drupal recommends sections and formatting. Thank you.

The patch doesn't work and get the below error:
error: No valid patches in input (allow with "--allow-empty")

I am resetting the Assigned field, since that person has not done anything in the last eight month.

ravi kant → made their first commit to this issue’s fork.

The patch is applying for me and not getting error.

Reviewed MR!1, the patch is giving the warning mentioned below:

warning: README.txt has type 100644, expected 100755

The merge request does not contain any README.txt file, since that has been deleted.

The README.txt has removed from main branch and when we are applying patch which removing README.txt with adding README.md then errors showing due to 'README.txt' is not available for remove.

Reviewed MR!1, the file has some issues:
error: README.md: already exists in working directory
error: README.txt: No such file or directory

The merge request removes the README.txt file and adds the README.md file. It cannot cause the error reported in the previous comment.

Reviewed MR!1, the file is updated as per the readme.md file template.
Hence marking it to RTBC.
