README contents update and format review

Format review. Contents updated according to latest changes on code.

Verified the "fixed_block_content-readme_update-3319938-5.patch" on 9.5.8 , the readme.txt file is converted into readme.md and content are updated.

I reviewed MR!3, and the patch is not cleanly applied.

1) The text "Current Maintainers" is not required, as only current maintainers should be listed there.
2) Bulleted lists are denoted by dashes (-).
3) Add two lines prior to ##/### headings

I reviewed your MR!3 and it's not following the README.md template. Requirements section is wrong since "HAL or Hypermedia Application Language" is Drupal core not a module needs to install before the Fixed Block Content module, the text should be "This module requires no modules outside of Drupal core.".

1. In Maintainers section, only one maintainer is given, so that Hyphen (-) is not required.

@Nupur Badola, please carefully review the MR and highlight only the necessary changes according to the Drupal Readme.md template. → Regarding your comment, there is no need for this change:

In the Maintainers and Requirements section, only one maintainer/requirement is given, so the hyphen (-) is not required.

Since this section is titled "Maintainers," even when there is a single maintainer, the content of this section can be a list of maintainers, even in the case where there is just a single maintainer.
