Extend theme density functionality

Problem/Motivation

Currently layout density works only for table. This functionality should be extended for other components.

The basic functionality of density for tables was implemented in #3187648: Add ability to change theme density → .

Proposed resolution

Apply density on other components (forms, menus, layout components, etc.).

Potentially this task can be converted into a META-issue with sub-tasks.

    Unfortunately, the patch doesn't apply against 3.0.0-rc4.

    A client is asking for a more compact UI, but I'm not sure it's worth the trouble to re-roll the patch with this issue set to Postponed.

    I'm looking for overrides of form item & element margins.

    That's something we'll most likely not include in the density settings anyway. So you might want to override that on your behalf.

    Thanks for working on getting the Compact/Narrow options to affect as many elements as possible @milkovsky. I just now saw that Views are not affected ... The ability to reduce the font sizes would also be great, but maybe best handled in another issue.
