Create a new field widget with User list component from Tagify library to be used in the user entity

Thanks for offering to help. It's almost finished, I'd like to make some changes and refactor the code a bit, so there's not much to do.

Here's some testing feedback: At least when using gin, the field shrinks in size when deleting the existing content and increases in size while typing. As the input width defines the width of the autocomplete, it is hard to select people.

I've fixed the minor css issue with the input size coming from the library update.

Beside, I've added a validation just to can use the new plugin/widget in entity references fields when the type is user.

Merged into 1.0.x-dev, it will be added to the next release.
