Olivero: "About Text Formats" link floats outside of the text-format wrapper

When adding/editing content in the Olivero theme with CKEditor, if there is not a text format selection box, the helper link "About Text Formats" floats outside the bounds of its wrapping div.

Steps to reproduce:

  1. Navigate to admin/appearance and uncheck "Use the administration theme when editing or creating content".
  2. Open node create form "/node/add/page". Note how the text format selectbox and the "about text formats" link are laid out.
  3. Visit admin/config/content/formats and disable all but one format that uses CKEditor. We want CKEditor to appear, but not the text format select box
  4. Open node create form "/node/add/page". Before the patch, the link appears to the right of the vertical tabs. After the patch, it should remain in the space between CKEditor and the vertical tabs.
