Actually, ignore my changes here. I was trying to resolve the merge conflict but this MR overlaps with the changes that were done here:

so I need to see if this is still relevant anymore. The 8.x-3.x branch isn't supported anymore so you need to update to 4.x.

Thanks to everyone who worked on this issue.
On 9.5, I've tested the 8.x-3.2 branch by installing via composer:
composer require drupal/password_policy:^3.2But, I can't get the error to show up. This is consistent with previous comments that this issue is for Drupal 8.
Closing this as "won't fix" because we are not supporting Drupal 8 anymore.
For those who are still on D8, please upgrade. If you can't then, you can use the patch from #2:
