Would this issue properly be Closed (Won't Fix) given that Drupal 7 is end of life?
The current state of the date_all_day submodule included in the D7 date contrib module is “messy”.
A problematic database update was included in 7.x-2.11 full release that was later reverted in 7.x-2.12. Fortunately, we never included 7.x-2.11 in our sites (only 7.x-2.11-rc1 and 7.x-2.12).
This particular change that was included in 7.x-2.12 seems to be what is causing the problems we are seeing on Drupal 7 sites:

The module maintainers for (date) have created a new 7.x-3.x release branch where they are working on further improvements/fixes to the date_all_day functionality. Until a stable 7.x-3.0 release is created, reverting to 7.x-2.11-rc1 is probably our best bet until that occurs.
Whenever this issue lands, we will most likely need to update date_ap_style to remain compatible with the date module.
