DefaultSingleLazyPluginCollection throw exception to instantiate a NULL instance ID

Problem/Motivation

After 🐛 DefaultSingleLazyPluginCollection should not attempt to instantiate a NULL instance ID Needs work the deprecation message needs work to cleanup with update of related test

Proposed resolution

Throw exception when ID is NULL since 11.0.x is open
