There are some related issues on the topic of setting roles without being allowed to edit user profiles.
I think that's a very important functionality, as you may want to allow certain roles the ability to give a role, for example to unlock or upgrade a user, while they should not be able to change other parts of the user profile.
On the other hand, with removed "administer users" permission, it needs a separation (in core? or this module?) so that users that are allowed to edit roles can see the users list. Currently, the list of users is also bound to the "administer users" permission?
I think this is important and would be super helpful, but it's less a bug, more an important feature request!
The current implementation is just, how Drupal Core handles the heavy "administer users" permission, isn't it? That should be more granular. Is there a related core issue? - 🇩🇪Germany Anybody Porta Westfalica
So could someone perhaps create a META issue for the big picture what to do here to make it work as written in #7?

And another one... So yes, this is important.

Seems like this module did similar things for Drupal 7: https://www.drupal.org/project/user_settings_access →
