I tried to reproduce the error but I couldn't. Some exact steps to reproduce would help a lot.
I have a simple poll on my home page, which is a block on a panels page. Voting was working as expected when originally implemented, using AJAX submit. I am now getting an AJAX error, as admin, when clicking the Vote and View results buttons:
An error occurred while attempting to process /en/poll/1?ajax_form=1&view_mode=block&_wrapper_format=drupal_ajax: ajax.$form.ajaxSubmit is not a function
The issue is that jquery.form is no longer being loaded on the page.
Not sure exactly what caused this to stop working.
Add core/jquery.form as a dependency to ensure it's always loaded.
