Config Filter Project - Add a short description

I think "API" is still pretty "technical."

I propose:
Helps manage website configuration settings by allowing other modules to change the configuration as it gets imported or exported, both in the Drupal UI and with drush. Includes testing tools for developers working with filter plugins.

I like saying it's a developer tool right off the bat if it's an API-only module. Simplified because if it works everything, we don't need to say where it works.

The latest proposed description works well. Thanks to all who worked on this.
