Twig Tweak Project - Update Categories

Postponed until a new smaller list of Categories is finalized.

Updated the issue summary to reflect the recent change to reduce the number of Categories from 55 down to 19.

I think the only applicable category here is Developer Tools as twig tweak is used for exposing twig template values and debugging.

I'd like to propose adding the following categories to the list

• Content Display - Twig is, after all, singularly concerned with content display; Twig Tweak is just an expansion of that
• Developer Tools

Adding Project page to Summary, I agree with this, marking it RTBC
