Updated the issue summary to reflect the recent change to reduce the number of Categories from 55 down to 19.

This one is tough. The previous category of Path Management doesn't seem to fit any of the existing categories. I'm thinking either Site Search or Site Structure, maybe both. Redirects allow users to more easily find content, which seems related to search. But also seems related to content/site structure.

This is indeed a difficult one. The old category of Path Management is a better description of what redirect does.
However, our description for the Administration Tools category fits the Redirect module well: Empower site builders and administrators with no-code tools to set up, enhance, configure, or maintain the site.
I do think Search Engine Optimization (SEO) could also be valid.
FYI these are the same categories I have suggested for Pathauto #3277518
I don't think site search works for this one as redirect simply works with URL Alias redirects when the pattern changes, I don't think that is typically considering in Site search.

While the old category, Path Management, does describe the module well, I think that category name was not very helpful to novice users.
I agree with @bsnodgrass that Site Search and Site Structure aren't a good fit. It may help with getting the site visitor to the correct page, but it has very little to do with the actual search process. Similarly, it may help with creating URLs that reflect the site structure, but the module itself has nothing to do with structuring content.
I would suggest making SEO the primary category, since the module helps ensure a single canonical URL for a page, which is an essential part of search engine optimization.
I agree Administrative Tools is also a good fit, but I would suggest making it the secondary category.
