Convert readme file from .txt to .md and update the content

I do think the project page looks a bit dated now, compared to most other Drupal modules, which have switched to README.md → format. Compare for example these two pages:

@ressa If we want to go down that route, then let's not just copy/paste from txt => md. Let's write this thing well.

I agree, let's update the content. I tried to create a new branch, but it's not clickable, like when Gitlab didn't work a few months ago. Maybe the problem is back?

Anyway, when it's working, and we can commit to the branch, we can create a starting point, and expand on it, until it's a great resource.

I have added the project page content to a new README.md file.

The patch works fine and moving it to RTBC.

Since the last reviewer does not pay much attention to details, it would be better somebody else review the MR.

I did a quick review. This doesn't list all of the process plugins. But I accounted for that by stating more exist. I also ended up removing maintainers from the readme. I didn't want to add yet another place to update when that changes.

More could be done to document more parts. But this is good enough for a start.

Thanks for maintaining all the Migrate modules @heddn, I very much appreciate it. They are a joy to use.
