Convert readme file from .txt to .md and update the content

Problem/Motivation

While we convert the file extension, let's also take care of the content and make sure it's up-to-date and complete.

Proposed resolution

1. Change a bit the block with XML data parsers. Here is a suggestion from @benjifisher:

I think one should start with simple_xml and switch to xml if there are memory/performance problems. So I would list them in the opposite order. If you are planning to convert the README from .txt to .md, that might be a good time to make the change.

2. Make sure there are no references to non-existing files. See: #3047796: Readme refers to nonexistent yml files .

Follow the pattern in the README.md template .
