For testing purposes I've created a CKEditor text format in admin/config/content/formats and added all available toolbar icons to the active toolbar. In the CKEditor plugin section there are the vertical tabs
Headings
Source editing
Image resize
Language
Image Upload available
For a browser viewport > 1360px and a default pre selection of the headings settings being visible. if i tab through the plugin section. First the headings title gets focused, but then instead of focusing the heading 1 checkbox next the focus goes to the source editing title then image resize then language then image upload before i get into the headings settings and the heading 1 checkbox gets into focus.
In contrast with a viewport < 1360px the settings get stacked onto each other. first focus is again the headings title. but then next i get directly into the Enabled headings settings and the heading 1 checkbox get into focus. after heading 6 the next is the source editing title getting into focus then the rest of the plugin setting titles.
the behaviour for < 1360px is the expected behaviour for any viewport. i was sort of lost and unable how to reach the enabled headings in a viewport >1360px. thought maybe with the arrow key to traverse components if the sequential flow is through the plugin settings titles first.
an inconsistent behaviour between viewports and i would consider it in conflict with WCAG21 SC 2.4.3. I've assigned the component to Claro. I've also tested in Seven. The behaviour is identical to the behaviour in Claro for >1360px. But Seven doesnt' haven the pattern used for < 1360px in Claro. So if there would be a more appropriate component apologies please reassign.
- Go to admin/config/content/formats/manage/full_html?destination=/admin/config/content/formats
- add language style and language button to the toolbar.
- now tab through the CKEditor plugin settings .

So in the "Steps to reproduce" you want to test with a screen size both smaller than and larger than wide 1360px, right?
