Set password on registration form, even when verification email is required

Problem/Motivation

By default, users can create accounts directly on the registration form, set their password and be immediately logged in, or they can create their account, wait for a verification e-mail, and then create their password.
It should be possible (by default) that users can set their password on user registration form directly, even when a verification email is required. It's a common design pattern and good for Drupal's UI and a good end user experience.

Proposed resolution

"There's a module for that", but unfortunately it's abandoned for a few weeks. So why don't bring this useful piece of code into core?
