Save export file permanently

Problem/Motivation

By default, VDE saves the export file to the file system using $file->setTemporary(). This means the file gets deleted after temporary_maximum_age expires and cron runs. It would be nice to allow saving files permanently.

Proposed resolution

Checkbox in path settings dialog form to allow saving the file permanently.
