Always show layout builder in frontend theme.

Problem/Motivation

For Default section storage, an extra route option _admin_route = FALSE is given to ensure this is rendered using the front-end theme.

For Overridable sections, this is not the case.

While this is not a problem for nodes, as they do not use the /admin/... path, so they already use the front-end theme by default,
it is the case for e.g. a menu link, for megamenu functionality.
These are rendered in the admin theme.

Could the problem here be #3103015: Add Support for Layout Builder → ? Menu items aren't fieldable in Core, so this could be an issue with the contrib module.

Looks like this has been fixed here 🐛 Custom Blocks with Layout Builder Enabled No Longer Use Front End Theme Fixed and added into 10.3.0, 11.x.
