Comments disappear when the "All comments" option is the only subscription mode available.

Thank you for contributing this patch. I can confirm that this bug is still happening in Drupal 10.1.5.

Also, when I grant the Subscribe to comment notifications permission to the Content editor role and configure Comment Notify to only use the "All comments" option, the comments disappear entirely for that role when viewing an article. The user doesn't even see the subscription checkbox.

Applying your patch fixes all of the issues.

I'll mark this Reviewed and tested by the community, though perhaps one of the maintainers wants to do a code review. I can't vet it from that perspective.
