"Filter by block name" does not work in the tray/list of blocks is broken

Thanks for reporting. After diving into the code, I realise that when using Layout Builder Browser in the tray (default), it does not use any Layout Builder Browser JS but the core layout-builder.js file. When using the modal mode, Layout Builder Browser is attaching a custom JS to handle the filtering (as I suspect the layout builder library is not loaded in the modal). I would suggest to wait for the core issue to be fixed to fix the same in the modal.

I added a patch that corrects the HTML structure of the blocks list, making the UL list resemble the core layout builder module instead of a collection of tags. This change fixes the search by block title.

The patch above broke style when using gin_lb.
Here is the patch that worked for me, it add a div wrapper for links.
