Implement user-managed collections of Drupal modules

Problem/Motivation

Very often Drupal modules works well together to solve some task - not always complex, but even simple like "Export list of nodes to Excel".

But it's not too easy to find all of them in plain list of Drupal modules!

For example, to implement Excel export we need to find those bundle of modules:
- Core Views
- Views Bulk Operations (VBO)
- Views data export
- Views Data Export PHPExcel
- CSV Serialization

Proposed resolution

Good solution can be implementing user-managed collections of Drupal modules, that can show list of modules with title and optional description how they can together solve some popular task.

In our company (and, I think, in many other companies) we already do this in internal Wiki to not re-invent the wheels for each new site.

So let's allow users to do this publicly on Drupal.org, and reuse them in Project Browser! With ability to star collections we can show most popular collections in separate tab of Project Browser.
