Gin Toolbar not displayed in frontend theme

Bit lost with this issue. I still see the problem in 9.5.9 site with 8.x-1.0-rc1, although could be related to 🐛 Default CSS Conflicts With Front-End Theme Closed: cannot reproduce

The patch at 17 may well have been committed, but the code (snippet below) is back in the latest release

did you check permissions of the roles that you wanted to use it to make sure they had the "Use toolbar" permission?

I'm still having this issue with Drupal 10.2.5 and latest stable release of Gin and Gin toolbar.
